Congestion Management Process

The South Western Region Metropolitan Planning Organization (SWRMPO) was designated as a Transportation Management Area (TMA) as a result of population growth measured by the 2000 Census. Consequently, the SWRMPO is required to develop and implement a congestion management process (CMP) as part of its Long Range Transportation Plan.


Travel Time Monitoring Program

SWRPA's Travel Time Monitoring Program is an important component of the CMP.  The objective of the travel time monitoring program is to obtain quantitative data measuring travel time and delay along the highway network in South Western Connecticut.  Data produced from this program supports SWRPA's transportation planning program and CMP by helping SWRPA locate 'hot spots' and recommend improvements that mitigate congestion and improve the reliability of the transportation system.  The travel time monitoring program covers I-95 and CT 15 (Merritt Parkway) between Stratford and Greenwich and US 7 between Danbury and Norwalk.



Connecticut Electronic Tolling and Congestion Pricing Study

In April 2009, the Transportation Strategy Board published findings from a study of tolling and congestion pricing strategies for Connecticut.  The study summarizes the state of the practice nationally, evaluates a number of tolling concepts for highways througout Connecticut, and analyzes the impact of tolling on traffic and congestion,  finances, the economy, the environment, equity and privacy. 


Texas A&M Transportation Institute Urban Mobility Report

The 3rd Annual 2012 Urban Mobility Report is prepared by Texas A&M Transportation Institute, in partnership with INRIX, a leading private sector provider of travel time information for travelers and shippers. The data behind the 2012 Urban Mobility Report are hundreds of speed data points on almost every mile of major road in urban America for almost every 15-minute period of the average day. The Report demonstrates the imbalance between travel demand and the supply of transportation capacity, which results in traffic congestion. This year, the Report looked at 101 urban areas in detail, and provided information regarding the affects of traffic congestion.  The data for the Bridgeport-Stamford Urban Area is summarized below.

Vision 2020 Plan

The SWRMPO, through SWRPA, anticipated the future need to comply with federal CMP requirements. In 1999, SWRPA sought funding for a corridor-level congestion mitigation study through the Connecticut Department of Transportation (ConnDOT). In early 2001, ConnDOT entered into an agreement with SWRPA that provided federal CMAQ and state funds to conduct such a study. The study, called the Congestion Mitigation Systems "Vision 2020" Plan, commenced in May 2001 and was completed in February 2003. Study products include technical memoranda summarizing existing conditions and predicted future travel demand, preliminary analysis of possible "visions" for mitigating traffic congestion over time, and detailed market research reports that identify the types of options supported by commuters and shippers. A final report outlining a twenty-year plan for implementation of transportation improvements and the likely benefits of implementing such a plan was also prepared.

The Vision 2020 planning process is the foundation for SWRPA's Congestion Management Process (CMP), which was previously called Congestion Management System or CMS.
